  role in devising and implementing the European Community de
 velopment policy. Véronique Dimier shows how these official
 s built a management system devised to deal with the nascent
  political African elite\, which recycled methods they experi
 mented during colonial times (especially the Indirect Rule).
  Dimier also examines how this administrative system evolved
  following the successive enlargements of the European Commu
 nity and a new international environment influenced by the W
 orld Bank and the IMF.
